Nicolaie Fantana

CIGRE TB 823, Dec 2020 – Substation Servicing And Supervision Using Mobile Devices And Smart Sensing Nicolaie Fantana, is senior member IEEE, member CIGRE and presently an independent consultant and ABB senior expert. He has been with university, industry and for 24 years with ABB Corporate Research Germany. He was actively involved in research and industry projects around the world. Within CIGRE, IEEE, in various IoT-and-industry conferences and research projects he pursued applications for industrial service, power equipment condition monitoring and servicing, equipment lifetime data handling and asset management. He advocated the use and systematical collection of power equipment lifetime data, the use of modern supervision and IoT technologies and devices and intelligent processing of data and knowledge-based solutions. He has published papers, patents, CIGRE technical reports, chaired IEEE PES sessions on on-line condition monitoring, contributed to the CIGRE Substations Green Book and was convener, secretary or member in numerous CIGRE WGs. Recently he was convener of the WG B3.44 “Substation servicing and supervision using mobile devices and smart sensing”. Nicolaie received the CIGRE Technical Committee Award, 2006.

Stefan Tenbohlen

Improvements to PD Measurements for Acceptance Tests of Power Transformers Stefan Tenbohlen received his Diploma and Dr.-Ing. degrees from the Technical University of Aachen, Germany, in 1992 and 1997, respectively. 1997 he joined ALSTOM Schorch Transformatoren GmbH, Mönchengladbach, Germany, where he was responsible for basic research and product development. From 2002 to 2004 he was the head of the electrical and mechanical design department. 2004 he was appointed to a professorship and head of the Institute of Power Transmission and High Voltage Technology of the University of Stuttgart, Germany. In this position his main research fields are high voltage technique, power transmission and electromagnetic compatibility (EMC). Prof. Tenbohlen published more than 500 papers. He is member of the IEEE, CIGRE study committee A2 (power transformers), German committees of A2 (Power Transformers and Reactors), D1 (Materials and Emerging Test Techniques), C4 (Power System Technical Performance), several international working groups. Furthermore, he is convenor of Cigre WG A2.62 “Analysis of Transformer Reliability”
João Gomes Mota
CIGRE TB 807 – Applications of robotics in substations WG B3.47 João Gomes Mota, b. 1970, is an electrical engineer from Instituto Superior Técnico (IST) [from Universidade de Lisboa]: he graduated in Electronics and Telecommunications (1993) and got a Master Degree in Systems and Control (2001). He was a researcher at Instituto de Sistemas e Robótica (IST) from 1994 to 2002 where he specialised with LiDAR measurements and 3D worlds. [He worked in start-up LusoSpace in 2003.] From 2004 to 2005 he was an R&D engineer at LABELEC, a company within the EDP Group where all engineering R&D was concentrated. At LABELEC, he got involved with overhead line inspections by helicopter, having led an R&D project using LiDAR to automatically detect in real time hazardous trees and the ground while keeping the crew at safe distances. Based on this experience with his colleague Alberto Vale, they founded Albatroz Engenharia in 2006. He’s General Manager of Albatroz since 2006. He’s also Head of Design Organisation Approval for aircraft modifications according to European Agency for Safety of Aviation [EASA] standards. [He’s member of the board of APANT, the Portuguese Association for UAS.] He’s a regular contributor to CIGRÉ conferences and Sessions, at ERIAC (the Iberian-American region), Paris, Brussels and CMDM. His interests focus on reducing risk and ambiguity in asset management of complex systems and ecosystems and safety, reliability and robustness of mobile (mostly airborne) systems.
Bruce Pahlavanpour

Revision of IEC60422 “Mineral Insulating Oil in Electrical Equipment- Supervision and maintenance guidance” Dr Bruce Pahlavanpour: Education; BSc, MSc, PHD, DIC from Imperial Colleague London University United Kingdom. Dr Pahlavanpour is Chief Specialist for the Electrical Industry Application Group within Nynas TDMS department. He joined Nynas during 2002. Previous to that he was professor of petroleum chemistry at Cranfield University and working as research officer for National Grid UK, transformer department, University lecturer and head of Environmental studies department. He is chairman of IEC, TC10 (insulating fluids) and chairman of British Standard Institute (BSI) GEL10, (General Electrical liquids). He was member and convenor of several TF for CIGRE D1. Dr Pahlavanpour is world recognized expert in the filled of insulating oil. He is IEC2006 award and Lloyds Register of Shipping award winner. He received BSI Special Commendation Award in 2015. He published over 380 articles, reports in international journals, seminars, technical reports, chapters in Nynas transformer oil handbook, two chapters in CRC Rubber handbook (CRC publication, USA) and one chapter in petro Analysis 87 (Butterworth publication UK).
Marius Grisaru
New developments regarding Dissolved Gas Analysis (DGA) monitoring. CIGRE Technical Brochures: 296,409, 771,783 Marius Grisaru was born in Bucharest in 1960. He studied M.Sc. in Electroanalytical Chemistry at Israel Institute of Technology. Since 1991 he has worked in the electric industry in Middle East and worldwide as an insulating oil specialist. He implements holistic transformer diagnoses by integrating qualitative sampling, reliable chemical tests, and applying updated diagnosis methods. He cooperates and trained electrical engineers on oil topics and the importance of implementing adequate chemical tests for electric equipment. Marius has 30 years of experience in oil laboratories and all logistical chain of transformer oil issues from bidding via oil treatments to postmortem inspections. He is the author and co-author of various technical papers and has delivered presentations at prestigious worldwide electrical conferences, since 1999. Marius is an instructor at Transformer Academy focused on DGA and transformer maintenance. He is a continuous columnist of Transformer Magazine from the first issue on all oil’s aspects such as DGA, sulfur corrosion, Health index, etc. Marius is a veteran of the CIGRE working group on oil specifications and tests including all CIGRE and IEC, DGA groups on interpretation and instrumentation (Technical Brochures: 296,409, 771,783). Marius is a P active member of IEC TC 10 and former ASTM D-27.
Mihaela Albu
(Professor, PhD)
TB 826/2021 – “Hybrid Systems for Off-Grid Power Supply”, from the C6.28 activity Mihaela Albu is a professor of electrical engineering, graduated (1987) from Power Engineering Faculty of UPB and holds the Ph.D. degree (1998) from the same university. She teaches courses on electrical measurements, signal processing and Smart Grids topics at both graduate and undergraduate programmes of UPB. Her research interests encompass synchronized measurements for wide area measurement and control systems; smart metering; DC and hybrid microgrids; power quality, IEEE and IEC standards in power. Dr Albu was spending a leave of absence at Arizona State University as a Fulbright Fellow in 2002 – 2003 and in 2010. She has been P.I. of more than 40 research projects, funded by national and international research agencies, on measurements in smart grids topics. Dr. Albu is a Senior Member of the IEEE and member of the IEEE IMS TC39, Instrumentation for the Power Systems. Mihaela Albu has been invited as IMS DL (since 2017) at various events in R8 and R10. She is a CIGRE member since 2009 and contributed to several working groups -Study Committee N B5-41; WG B5.76: Architecture, Standards and Specification for metering system in a Digital Substation and Protection, Automation and Control (PACS) Environment. Presently she is part of the JWG C4/C2.62/IEEE: Review of Advancements in Synchrophasor Measurement Applications. She is also a member of various IEC groups: IEC SC77A WG9 – Power Quality Measurement Methods; IEC TC 8/SC 8B/JWG 1 – General Planning, Design, Operation and Control of Microgrids; TC 38/WG 55-; SyC SyC LVDC/WG 1 – LVDC Standards for Electricity Access, 2018; IEC TC8/JWG 9 – LVDC distribution,; IEC TC8/JWG12: System aspects of electrical energy supply-Requirements for frequency measurement used to control DER and loads). Dr. Albu is a member of the Steering Committee of the International Microgrids Symposium.
